While SciFinder makes it easy to distinguish research that is supported by government/grant funding, it doesn't help you figure out which items are government publications. Search the sites below for easier access to government publications.
Note that a technical report is a publication that describes the process, progress, or results of research. They are often written for sponsors ($ providers) of research, hence why you see so many for government-funded research.
Science.gov Science.gov searches a multitude of websites and publications from the government and government-funded research. Note the the 'public access' tab includes mostly traditional journal articles that result from the government-funded research.
NITS Technical Report Library These documents are included in science.gov, but you can focus your search to only technical reports.
